The Ohio Department of Development (ODOD), Office of Community Services (OCS)
, funds the TBA HEAP program. Policies and program guidelines are administered
from their office. If a customer wishes to appeal a decision they can
contact this office for assistance. In addition to the HEAP program components
the OCS office as part of the Universal Service Fund program enabled by Substitute
Senate Bill 3, administers PIPP for electricity customers.
TBA HEAP department is committed to excellence in delivery of customer
service. Every customer is given a customer service survey to
complete and to turn in at the end of their visit. We have also included
a copy of the survey on this website for those who would like to
complete it, cut and paste it and e-mail it to our attention.
