| Percentage of Income Payment Plan (PIPP) Plus
PIPP Plus is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income. In Franklin County our two regulated utility vendors are American Electric Power (AEP), and Columbia Gas.
Under PIPP Plus, if you heat with gas or electric, you pay six percent of your monthly household income. If you heat and cool with electricity, you pay ten percent of your monthly household income.
The Breathing Association can enroll and re-verify PIPP Plus amounts. All PIPP Plus customers must re-verify their income annually. By completing the Energy Assistance Application you can enroll and re-verify your PIPP Plus amount, as well as apply for a Home Energy Assistance Program (HEAP) benefit.
To be eligible for the PIPP Plus program, a customer must receive his or her primary or secondary heat source from a company regulated by the Public Utilities Commission of Ohio (PUCO) must have a total household income which is at or below 150% of the 2011-12 federal poverty guidelines.
