Summer Crisis Program (SCP) is designed to help qualified households pay for summer cooling. It also provides window air conditioners to those without central air for households who are medically needy. This program applies to electric utilities only and is available from July 1, 2010 through August 31, 2010.
An application for assistance must be completed at our main office (location/map) or at one of our OhioHealth clinic locations. The main office accepts 25 walk-ins from 8:30 A.M. to 10 A.M., Monday through Friday. It is important that you call for an appointment after the walk-in hours or for one of the OhioHealth Clinics. All clinic locations are by appointment only. All offices are closed between the hours of 12 P.M. to 1 P.M., Monday through Friday. By calling our Interactive Voice System (IVR) you can make an appointment at any time; day, night, holiday, weekend or workday, just phone 1-866-861-6399. Our hours of operation for appointments are 9:00 A.M. to 4:00 P.M., Monday through Friday, with an exception of Wednesdays, when appointments are scheduled until 6:30 P.M.
To qualify for the Summer Crisis Program households must be at or below a gross annual income of 200% of the federal poverty level and meet one of the following criteria:
- Households who contain a member who is sixty years or older may be eligible for assistance with a current electric bill. You do not need a disconnect notice.
- Income eligibility is 200% of the Federal Poverty Guideline.
- Households with a documented medical condition may be eligible for an electric bill payment.
- Senior Citizens (those 60 years and older) do not need medical documentation to receive assistance of any kind.
- Medical eligibility for an air conditioner is needed for anyone under the age of 60. You must have written documentation and our Lung Health Clinic can provide assistance. There are a limited number of air conditioners available.
- The maximum amount for bill payment assistance and/or an air conditioner is $175.
Households whose gross income is at or below 200% of the federal poverty guidelines are eligible for the Emergency Program. A household whose total income during the past 3 months is equal to or less than the following maximums may be eligible:

- Picture I.D.
- Social Security Numbers for all household members age 2 or older.
- Proof of all income for the past 90 days must be presented at time of application for all household members, except wage income earned by dependent minors under the age of 18.
- The gas and electric bill, regardless of status and/or your bulk fuel invoice or bill.
- If you were required to make a co-payment, you must bring verification of that payment. If your AEP electric service is off and a reconnect fee is needed, you will need a receipt to show you paid the reconnection fee.
The benefits of the Summer Crisis Program include provision of one window air conditioning unit per household (for households that do not have central air and have not received an air conditioning unit in 2007, 2008, or 2009) and/or a one-time payment of up to $175 on the electric bill.
Medical eligibility for an air conditioner is needed for anyone under the age of 60. You must have written documentation (doctor’s prescription) or our Lung Health Clinic can provide assistance. There are a limited number of air conditioners available.
You do not have to be enrolled in PIPP to be eligible for the Summer Crisis Program. You do not need a disconnection notice to be eligible for the program.
