Summer Crisis Program

The Summer Crisis Program (SCP) is designed to help qualified households pay for summer cooling. It also provides window air conditioners to those without central air or repair of homeowner’s central air units for households who are medically needy. This program applies to electric utilities only and is available from June 1, 2008 through August 31, 2008.  

An application for assistance must be completed at our main office (location/map) or at one of our Ohio Health clinic locations. The main office accepts walk-ins from 8:30 A.M. to 10 A.M., Monday through Friday. It is important that you call for an appointment after the walk-in hours or for one of the Ohio Health Clinics. All clinic locations are by appointment only. All offices are closed between the hours of 12 P.M. to 1 P.M., Monday through Friday. By calling our Interactive Voice System (IVR) you can make an appointment at any time; day, night, holiday, weekend or workday, just phone 1-866-861-6399. Our hours of operation for appointments are 9:00 A.M. to 4:00 P.M., Monday through Friday, with an exception of Wednesdays, when appointments are scheduled until 6:30 P.M.

To qualify for the Summer Crisis Program households must be at or below a gross annual income of 175 percent of the federal poverty level and meet one of the following criteria:
  1. For electric payments only, the household must have a member who is at least 60 years old; or you must provide physician documentation of medical necessity (prescription or letter from Physician on his/her letterhead)
  2. For window air conditioners or repair of central air conditioners you must provide physician documentation of medical necessity (prescription or letter from Physician on his/her letterhead).

Households whose gross income is at or below 175 percent of the federal poverty guidelines are eligible for the Emergency Program. A household whose total income during the past 3 months is equal to or less than the following maximums may be eligible:

Households with more than 8 members should add $1,522.50 per member to the quarterly income. Households may qualify for benefits using the 12 month income test, if the past 3 months income is above the maximum.

What to bring to your appointment:

    1. Picture I.D.
    2. Social Security Numbers for all household members age 2 or older.
    3. Proof of all income for the past 90 days must be presented at time of application for all household members, except wage income earned by dependent minors under the age of 18.
    4. The gas and electric bill, regardless of status and/or your bulk fuel invoice or bill.
    5. If you were required to make a co-payment, you must bring verification of that payment. If your AEP electric service is off and a reconnected fee was needed, you will need a receipt to show you paid the reconnection fee.

The benefits of the Summer Crisis Program include provision of one window air conditioning unit per household (for households that do not have central air and have not received an air conditioning unit in 2005, 2006, or 2007) and/or a one-time payment of up to $175 on the electric bill and assistance in repairing a homeowner’s central air conditioning unit.

You do not have to be enrolled in PIPP to be eligible for the Summer Crisis Program. You do not need a disconnection notice to be eligible for the program.
